The Plight of the Petrostate: Financial Fallout and its Implications

Please join the Energy Forum and the Center for Global Affairs at New York University for a discussion of the petrostates facing political and economic crises following the decline in oil prices and how these affect global oil markets.

SPEAKERS: 

Antoine Halff
Antoine Halff is Senior Fellow and Director of the Global Oil Markets Research Program at the Center on Global Energy Policy, Columbia University. His 20-year career in energy spans the worlds of government, international organizations, consulting, Wall Street, higher education and the media. He joined the Center in September 2015 from his previous position as Chief Oil Analyst at the International Energy Agency (IEA) and editor of two of its most authoritative publications, the monthly Oil Market Report (OMR) and the annual Medium-Term Oil Market Report (MTOMR), both of which gained considerable influence under his watch. Prior to that, Halff served as Lead Industry Economist at the U.S. Energy Information Administration and at firms Newedge and Fimat as First Vice President and Head of Commodity Research. Earlier in his career Halff worked as a reporter at Dow Jones and Petroleum Intelligence Weekly, launched the Global Energy practice at Eurasia Group and served as its Director.

Rachel Ziemba
Rachel Ziemba leads the Emerging Markets coverage at Roubini Global Economics with a primary focus on Emerging Europe, Middle East and Africa, and manages delivery of custom research. She has a particular interest in the macroeconomics of oil-exporting nations, including the management of oil wealth and energy-sector supply risks. Prior to joining Roubini Global Economics, Rachel worked for the Canadian International Development Agency in Cairo, Egypt, and the International Development Research Centre in Ottawa, Canada. Rachel has served as an expert commentator for Bloomberg, CNBC, the Financial Times, the Wall Street Journal and other media outlets, and her research has been cited by the Economist and in papers from the IMF, World Bank, European Central Bank and U.S. Federal Reserve. She holds a bachelor’s degree from the University of Chicago and a Master of Philosophy degree in international relations from St. Antony’s College, Oxford University.

MODERATOR:

Carolyn Kissane
Carolyn Kissane is the academic director of the NYU School of Continuing and Professional Studies (NYU-SCPS) Center for Global Affairs (CGA). Dr. Kissane joined NYU in 2005 as one of two founding members of CGA’s full-time faculty. Dr. Kissane specializes in the politics of energy and serves as coordinator of the energy and environment concentration for the Center’s M.S. in Global Affairs. She teaches graduate-level courses that examine the Central Asian region, the geopolitics of oil, comparative energy politics, resource security, and global civil society.

Prior to joining NYU, Dr. Kissane served as a researcher and consultant throughout Kazakhstan, Russia, Mongolia, Argentina, Japan, and Sweden for educational and non-governmental organizations, including the Soros Foundation, the United States Institute of Peace, and the International Research and Exchanges Board (IREX). She has received fellowships and awards from the Carnegie Council for Ethics and International Affairs, the Fulbright Hays program, and IREX. Dr. Kissane holds a Ph.D. in comparative education and political science from Columbia University.
