Over the past ten years, Milov has worked for different institutions within the Russian energy sector. From 1997-2001, he was with the Federal Energy Commission of Russia (FEC) and headed the economic analysis section from 1999 to 2001. In 2001, Milov became head of the expert team within the Center for Strategic Research (CSR), a Government-related think tank, where he was responsible for development of the power sector reforms signed into law by President Putin in March 2003. He re-entered government service as Deputy Minister of Energy of the Russian Federation in May 2002, leaving in October of that year over frustration with the lack of serious reform. From 2002-5, Milov was a member of the Strategy and Reform committee under the Board of Directors of Russian power monopoly RAO UES (www.rao-ees.ru), where he took an active part in development of the Russian Transport strategy.

Milov is an author of numerous papers related to Russian energy and infrastructure problems, and is one of the most frequently quoted experts on energy in the Russian press. He contributes as a permanent columnist to the most respected Russian business editions - daily Vedomosti (www.vedomosti.ru, published jointly by the Financial Times and The Wall Street Journal) and Business Week Russia, and also periodically contributes articles to foreign press (e.g. The Wall Street Journal).

He is a 1994 graduate of the Moscow Mining University.
