The Trump administration's move to prioritize "energy dominance” of fossil fuels through policy incentives and regulatory roll backs have impacted the U.S. alternative fuels market. In this panel, we aim to explore some of the recent policy initiatives and how they will impact renewable fuels and energy transition. More specifically: How do tariffs impact the alternative fuels production and costs? How is the federal EPA's RIN Policy changing the U.S. biofuel industry? What is the impact of Trump’s Big Beautiful Bill legislation excluding Indirect Land Use Change (ILUC) from lifecycle emissions calculations for renewable fuels and the agriculture industry? Will state level climate initiatives like the Low Carbon Fuel Standards (LCFS) be expected to compensate?

Our panel brings together industry experts and stakeholders to share their perspective on how the opportunities and challenges, and, how the changing government policy initiatives are impacting the transportation sector. They will also provide a perspective on current industry operations.

SPEAKERS

Bruce Fleming

Bruce A. Fleming is Chief Executive Officer at Montana Renewables LLC, Calumet Specialty Products Partners LP. He has also served as Executive Vice President at Montana Renewables & Corporate Development since February 2021, after previously leading Strategy & Growth since March 2016. Prior to this, Mr. Fleming served as the Vice President of Mergers & Acquisitions at Tesoro Corporation and as an officer of Tesoro Companies Inc. since 2004. From 1997 through 2004, Mr. Fleming served as Managing Director of Hong Kong-based Orient Refining Ltd., and from 1981 through 1996 he held senior operations, business development and planning roles with Amoco Oil and Amoco Corporation where he was most recently Vice President of China business development. Mr. Fleming earned a Ph.D. in chemical engineering from Princeton University and a B.S. in chemical engineering from the University of Delaware. He is a member of the Board of M&A Standards.

Scott Irwin

Dr. Scott H. Irwin is the Laurence J. Norton Chair of Agricultural Marketing at the University of Illinois Urbana-Champaign. He is a prominent figure in the field of agricultural economics, with his research widely cited by academic researchers across the globe. He has written hundreds of scholarly articles and two books, most notably Back to the Futures. Irwin's research extends from commodity market speculation to biofuels policy. He has been an active participant in the worldwide debate about the impact of financial index investment in commodity markets, popularly known as financialization. His significant contributions have led to invitations to testify before the U.S. Congress, OECD, and CFTC. Dr. Irwin is also a leading authority on biofuels markets and policy, regularly addressing topics such as ethanol and biodiesel markets, the Renewable Fuel Standard, and the RIN market.

Irwin is a Fellow of the Agricultural and Applied Economics Association (AAEA) in 2013, the highest honor bestowed by the association and has received numerous awards from the AAEA, including the Distinguished Group Extension Program Award, Quality of Research Discovery Award, Quality of Communication Award, and the Bruce Gardner Memorial Prize for Applied Policy Analysis. Dr. Irwin's academic journey began with a B.S. in Agricultural Business from Iowa State University, followed by an M.S. and Ph.D. in Agricultural Economics from Purdue University. 

Zander Capozzola

Zander Capozzola is principal consultant for renewable fuel at Argus Media. He brings over 17 years of experience in renewable fuels, RINs, LCFS, and refined products to Argus Media as principal consultant. Specializing in risk management, trading, hedge advisory, and market analystics, Zander has advised top energy firms on navigating regulatory programs and the low-carbon fuels transition, leveraging expertise in environmental credit markets and feedstock markets to provide industry-leading forecasts and analysis.

Louise Burke

Louise Burke is currently working for Argus Media on strategic business initiatives for the company. Prior to this, Ms. Burke was President and before that Executive Director of the NY Energy Forum, and president of J.C. Energy, an energy consulting firm. She has worked extensively in the energy sector analyzing pricing and markets for Mobil Oil Canada, Alberta Energy Company and Petroleos DeVenezuela. In addition, as Vice-President, Marketing for the New York Mercantile Exchange she supervised major energy and metals futures and options product launches and was closely involved in the successful growth of energy commodity markets. Ms Burke has also been affiliated with the SIPA energy program at Columbia University, New York as an instructor in the area of petroleum markets trading since 2008. Ms. Burke holds a BA honors economics degree from the University of Alberta and an MBA from New York University
