The ousting of Nicolas Maduro by the US on January 3 has put Venezuela in the spotlight and revived interest in bringing its ailing oil sector back to life. Since then, war in the Middle East and the near blockage of the Strait of Hormuz have only strengthened the business case for rekindling Venezuela’s oil output and developing its vast gas reserves, in a hemisphere that has been comparatively sheltered from current energy supply disruptions.
Three months into Delcy Rodriguez's government as acting president, Venezuela has embarked on a number of measures to overhaul its investment regime and governance. Yet many questions remain on the future of government post Maduro, whether it will be able to fix Venezuela’s ailing economy from years of mismanagement, underinvestment and sanctions, and revamp the energy sector including the oil, gas and power sectors.
In this session, we aim to explore the various angles: what is the outlook on policy, legal and investment framework? How will Venezuela deal with its outstanding debt and creditability concerns? What is the status of Venezuela’s oil and gas sector and what does it take to rebuild the sector? Can it attract the capital to restore production? What are the steps to restore the electricity sector, which is key to its economic stability, and how long will it take? Finally, is the political outlook sufficiently stable in both Venezuela and the US to ensure that current reforms do not risk being undone, and to inspire enough investor confidence?

Ali Moshiri
Ali Moshiri retired from Chevron at mandatory age as President of Chevron Africa and Latin America in March 2017. Currently, he is the CEO and President of Amos Global Energy, a newly formed company in Houston, Texas. Ali Moshiri graduated from the University of Tulsa with bachelors and master’s degrees in petroleum engineering. He joined Chevron in 1978. He was appointed Managing Director of the Latin America business unit, where he was responsible for Chevron’s upstream operations in Argentina, Brazil, Colombia, Mexico, Trinidad & Tobago and Venezuela. He became the President of Chevron Africa and Latin America in 2008 until his retirement. He currently serves on the board of the Council of the Americas and is a board member of CB&I.
David Goldwyn
David Goldwyn is president of Goldwyn Global Strategies, LLC (GGS), an international energy advisory consultancy, and Chairman of the Atlantic Council Global Energy Center’s Energy Advisory Group. He is a globally recognized thought leader, educator and policy innovator in energy security and extractive industry transparency. Mr. Goldwyn served as the US State Department’s special envoy and coordinator for international energy affairs from 2009 to 2011 and assistant secretary of energy for international affairs (1999-2001), the only person to hold both the US government’s international energy leadership positions.

Marco Margheri serves as Board Member for the Atlantic and Chair for Italy of the WEC – World Energy Council. Marco is a visiting professor at LUISS Guido Carli University in Rome, and an Honorary Member of the Milano per la Scala Foundation in Milan. He is also the Head of Eni’s US Relations and Chairman of Eni US Petroleum Inc. and Eni New Energies US Inc. Prior to joining Eni, he was Italy’s Edison Executive Vice-President for Sustainability, Institutions & Regulation, and held positions with GE Oil & Gas and Cohn Wolfe.

Antoine Halff
Antoine Halff is President of the New York Energy Forum Advisory Board. He is a non-resident fellow at Columbia University's Center on Global Energy Policy and chief analyst and founding partner at Kayrros, a data analytics company that leverages artificial intelligence, advanced mathematics and satellite imaging to help its clients track energy and commodity flows, monitor industrial assets and reduce their climate footprint. Earlier, he served as chief oil analyst of the International Energy Agency in Paris, lead industry economist at the U.S. Energy Information Administration, head of commodities research at Newedge, a Société Générale subsidiary, and director of the Global Energy practice at Eurasia Group, among others. His book, Energy Poverty: Global Challenges and Local Solutions (Oxford: Oxford University Press, 2014), co-edited with Jon Rozhon and Benjamin Sovacool, was released by Oxford University Press in 2014. Mr. Halff holds an advanced degree from the Ecole des Hautes Etudes en Sciences Sociales, Paris, and a Masters from Université Paris VII.
